Base F.C – Biography of the Management Team

  • Charles Kazembe Phiri

Position: Director

Mr. Charles Kazembe Phiri holds a Degree in Business Administration obtained from the Mulungushi University and is currently working for Bauleni Super Eagles Football (BASE F.C) with the board in the position of Director. His is responsible for the strategic direction and business development of BASE F.C and Fundraising, sponsorship networking and marketing form part of Mr. Kazembe’s daily work. He has further held various positions with different corporate companies and is currently the Regional Manager for one of the largest Agro – business Franchise Company in southern Africa. The experience he has obtained with the corporate as well as his business acumen and experience will be critical to the development of BASE F.C into a professional brand and a football club to be reckoned with at local and international levels.  He is a hardworking, ambitious, visionary and strategic leader whose skillset and knowledge will drive the organization to higher heights. Mr. Kazembe despite holding the position of Regional manager is currently studying for a degree in accounting through the ACCA program.

    • Harrison Kasonkomona

    Position: Corporate and Branding Manager

Mr. Harrison Kasonkomona’s experience in public administration will add value to the development of Bauleni Super Eagles Football (BASE F.C). In our quest to turn Bauleni Super Eagles Football (BASE F.C) into a professional there will be need for marketing branding and establishing strategic Private Public Partners who will bring in resources both material and financial. As a team Bauleni Super Eagles Football (BASE F.C) wants to create a brand that will make an impact and contribute to professionalization of Zambian football as well as make young people realize their full potential in football. The above mentioned activities and programs will form the basis of Mr. Harrison Kasonkomona’s role at BASE F.C and will further be responsible for the legal affairs at the club. Mr. Harrison Kasonkomona is also currently working as the Administration Manager for one of the largest Agro – business Franchise Company. He hold a diploma in Public Relations and currently pursuing a Bachelor’s Degree in Law (LLB).

Mr.Ashley Mwape

Position: General Secretary

Ashley Mwape is currently working as the General Secretary and is responsible for the general administrative duties at Bauleni Super Eagles Football (BASE F.C). His is the link between the Football Association of Zambia with special focus on networking, communication and registration of players. As the General Secretary, he is the link between management and the football club as well as looking into the welfare and proper development of the players.

He is in constant communication with the Head coach, Assistant coaches and players at the football club through meetings to ensure that the club achieves its intended objectives. He has further attended different training that have built his capacity and confidence in football development and management. Among the training attended are outlined

  • Nasil, Fifa and Football Association of Zambia online players registration
  • Fifa  E–connect player online registration
  • Young African Leaders Initiative (YALI) trainings organized at Southern Africa regional level
  • ICT trainings organized by the American Embassy in Zambia and the National Institute of Public Administration (NIPA)
  • Entrepreneurship trainings organized by National Institute of Public Administration (NIPA)

The training experiences Mr. Ashley Mwape has attended will be critical to monitoring and evaluation for BASE F.C with special focus on documentation and player contractual obligations.

BASE F.C By – Laws

The objectives of the Club are to promote the enjoyment of association football regardless of ability to promote the enhancement of the football skills and sense of community of all its members through the arrangement of training, matches and football management.

Rules and Regulations

  • The Club shall have the status as prescribed by national rules and regulations that governs soccer.
  • (b) The Club will also abide by The Football Association’s Policies and Procedures, Codes of Conduct and the Equal Opportunities and Anti-Discrimination Policy.

Dissolution

  • A resolution to dissolve the Club shall only be proposed at a General Meeting and shall be carried by two third of the majority shareholders of the members present. And There shall be no dissolution of the club without the consent of the CEO & the Director.
  • The dissolution shall take effect from the date of the resolution and the majority shareholder members of the Club Committee shall be responsible for the winding up of the assets and liabilities of the Club.
  • Any surplus assets remaining after the discharge of the debts and liabilities of the Club will be disposed of in such manner as the management committee shall determine.
  • In an event that the club is sold or taken over by another board then the Director and the CEO shall continue to hold 20% of the shares of the club.

Membership

  • The members of the Club from time to time shall be those persons listed in the register of members (the Membership Register) which shall be maintained by the Club Secretary.
  • Any person who wishes to be a member must apply on the Membership Application Form and deliver it to the club. Election to membership shall be at the sole discretion of the Club Committee. Membership shall become effective upon an applicant’s name being entered in the Membership register.
  • In the event of a member’s resignation or expulsion, his or her name shall be removed from the membership Register.
  • d) The Football Association shall be given access to the Membership register on demand.
  • A member can be a either a player or non-player. For members under the age of 16 a nominated parent or guardian shall have the voting rights of the Member.

Functions of the executive

  • Except as otherwise provided by these rules and subject to resolutions of the members of the club carried at any general meeting the executive –
  • Shall have the general control and management of the administration of the affairs, property and funds of the club; and
  • Shall have authority to interpret the meaning of these rules and any matter relating to the club on which these rules are silent.

The executive may exercise the powers of the club –

  • To borrow or raise or secure the payment of money in such manner as the members of the club may think fit and secure the same or the payment or performance of any debt, liability, contract, guarantee or other engagement incurred or to be entered into by the club in any way and in particular by the issue of debentures, perpetual or otherwise, charged upon all or any of the club’s property, both present and future, and to purchase, redeem or pay off any such securities;
  • To borrow money from members at a rate of interest not exceeding interest at the rate for the time being charged by bankers in Zambia for overdrawn accounts on money lent, whether the term of the loan be short or long, and to mortgage or charge its property or any part thereof and to issue debentures and other securities, whether outright or as security for any debt, liability or obligation of the association, and to provide and pay off any such securities; and to invest in such manner as the members of the club may from time to time determine;
  • to control the finances of the club;
  • to engage, control, and dismiss the club’s servants;
  • to administer the club and such administrative powers as may be necessary for properly carrying out the objects of the club in accordance with these rules.

Annual membership [& joining fee]

  • An annual fee payable by each member shall be determined from time to time by the Club Committee. Any fee shall be payable on a successful application for membership and annually by each member. Fees shall not be repayable unless application is not successful.
  • A joining fee payable by each member joining the club for the first time shall be determined from time to time by the Club Committee. Any fee shall be payable on a successful application for membership. Fees shall not be repayable unless application is not successful.
  • The Club Committee shall have the authority to levy further subscriptions from the members as are reasonably necessary to fulfil the objects of the Club.

Classes of members

  • The membership of the Club shall consist of ordinary members, and any of the following classes of members;-

Life members;

Honorary members.

  • The number of ordinary members shall be unlimited and there shall be no restriction on membership of the Club on the grounds of race, creed or sex.
  • The general meeting of the Club may, on the recommendation of the Executive, bestow life membership on any person who has rendered conspicuous and exceptional services to the Club and/or by motion passed by three-fourths of those members present at such meeting.
  • Any general meeting of the Club may by two-thirds vote bestow honorary membership on any person who is so recommended by the Executive. Honorary members may be elected for life or for such other period as the general meeting may deem expedient, and they shall be entitled to all of the privileges of membership, except that they shall not be entitled to vote at meetings nor serve as officers or be members of the Executive.
  • The number of Life members or honorary members shall be unlimited.

Club finances

  • One or more banks account shall be opened and maintained in the name of the Club (the Club accounts). Designated account signatories shall be the Club Director, CEO, Chairperson, the Club Secretary and the Treasurer or delegated representative. All expenditure will be agreed by the committee in the form of an annual budget. Where additional expenditure is required the committee must approve.
  • All monies payable to the Club shall be received by the Administrator and deposited in the Club accounts.
  • The income and assets of the Club (the Club Property) shall be applied only in furtherance of the object of the Club.
  • The Club Committee shall have power to authorize the payment of the remuneration and expenses to any member of the Club and to any other person or persons for services rendered to the Club.
  • The Club shall prepare an annual Financial Statement in such form as shall be published by The Football Association from time to time.
  • The Club Property, other than the Club account, shall be vested in the Club Committee, who shall deal with the Club property as directed by decision of the Club Committee and entry in the minute book shall be conclusive evidence of such a decision.
  • On their removal or resignation a Custodian shall execute a Conveyance in such form as is published by The Football Association from time to time to a newly-elected Custodian or the existing Custodians as directed by the Club Committee. On the death of a Custodian, any Club Property vested in them shall vest automatically in the surviving Custodians. If there is only one surviving Custodian, a Special General Meeting shall be convened as soon as possible to appoint another Custodian.
  • The Custodian shall be entitled to an indemnity out of the Club Property for all expenses and other liabilities reasonably incurred by them in carrying out their duties.

BASE F.C and Sports infrastructure development

Sports infrastructure development will be critical as well to provide safe spaces Bauleni Super Eagles Football Club can provide sports opportunities in a motivating and injury free environment for the development of football. BASE F.C exists on the premise that if we have to produce professional, well-seasoned and marketable elite athletes there is need to invest in infrastructure. Investment of training and capacity building, establishing annual football festivals, training camps as well as exposure to international and exchange programs will expose our players and coaches to learn from other countries which will have a trickle-down effect in Zambia.

Football and the potential for employability

Zambia today, there is high unemployment resulting in a lot of youths ending up in harmful vices. The job market is competitive and requires highly skilled personnel and there are too many young people chasing after the same job. Only about 12% of the active labor force is in formal employment. This is mainly due to the fact the youth do not have the skills to cope with society. The youth both in school and out of school lack entrepreneurship skills and this is basic to setting up small businesses that can sustain their lives. In response to this, BASE F.C will aim to introduce youths to entrepreneurship and self-employment skills through football.

BASE F.C Football Development Pyramid

Bauleni Super Eagles Football Club (BASE F.C) has developed a well-structured Football Development Pyramid which represents the different stages involved in player development. Within the framework of the Football Development Pyramid, BASE F.C will establish a professional football club as well as contribute to the development of football at grassroots level through the youth development teams.  BSAE F.C through its football development strategy will establish a route were football player can develop from a performer and become an elite performer.

The strategy will involve the establishment and strengthening an elite professional football club. The formed BASE F.C professional football club will focus on identifying, grooming, training as well as exposing the players through the Football Association of Zambia elite leagues, international tournaments, training camps as well as create opportunities for transfer to other clubs at local and international levels.

The BASE F.C youth development programs will focus on mass participation, inclusion with a special focus on quality rather than quantity. To ensure quality, professionalism, team work, coordination and effective monitoring will be the tools that will be used in implementing the development plan.

The BASE F.C youth development structure will provide a platform for young talent identification and development who will eventually be integrated into the elite professional club

BASE F.C Specific Outlined Interventions and Programs

– Establishment of the Bauleni Super Eagles Football Club that will participate in the Football Association of Zambia (FAZ) elite leagues.

– Provide a professional development pathway for staff, volunteers, and players through accredited capacity building opportunities provided by FIFA, CAF and FAZ

– Participation in local and international training camps, tournaments and festivals

– Player management and monitoring of player development pathway

– Development of structured annual tournaments, training camps and workshops

 

– Sports Infrastructure development at grassroots level

– Establishment of strategic partnerships for material and financial support

– Establishment of centers of excellence for elite players to develop their career in football

 

BASE F.C Strategic Direction

Bauleni Super Eagles Football Club’s primary objective is to become established as a professional football club providing football opportunities and establishment of a clear development pathway for aspiring young footballers. BSAE F.C will achieve its objective through the establishment of an elite football club aimed at scouting, player development, player management, marketing and branding as well as partners with football clubs both at local and international levels. The partnerships will be critical to different aspects that include capacity building for coaches, player’s transfers as well as exchange of knowledge and best practices.

Historically professionalism in football in Zambia to be specific has been neglected due to a number of factors which are largely linked to poor sports infrastructure, lack of qualified administrators and coaches, lack of a poor development pathway for players, corruption as well as lack of support and funding to the sport. Development of football in Zambia has been currently aligned to the line of rail mostly in Lusaka and the CopperBelt with the elite football clubs that have funding taking dominance over the running and management of football. The majority of football players that stay in rural communities do not have the opportunity to realize their full potential in football due to lack of well-funded and coordinated structures at grassroots levels.

The successes of interventions by individuals have contributed to the development of football for young people in rural communities specifically in Bauleni community. These programs mostly managed by individuals and local NGO’s have shown that there is great potential in investing in youth football. The grassroots present an opportunity for mass participation, capacity building as well as building a sustainable structure at community, provincial and national levels.

BASE F.C has strategically positioned itself in Bauleni community to compliment what has been done before as well as create a unique football development program for young people so that they can fully realize their potential in football. The involvement of key strategic stakeholders will be critical in turning this development plan and turning it into reality.

BASE F.C invited to the FAZ AGM

Bauleni Super Eagles Football Club was invited to attend the Football Associaton of Zamba  emergency Annual General Meeting that was held at Government Complex on Saturday 4th JaFebruary 2017 starting from 10:hrs to 17hrs.

This was a great opportunitiy for BASE F.C to network and share our experiences with football clubs from across Zamba as well as listen to the plans the Football Association of Zambia had toward the development of football in Zambia. The Annual General Meeeting addressed the new developments towards transitioning the football league stuctures in Zambia based on the recommendation from the world football govering body FIFA.

BASE F.C is a professional football club that believes that Football is career for life and gives hope to the young aspiring footballers and further brings people together. BASE F.C further believes that football can be used as tool to create employment for young people thereby reducing the cycle of poverty as they will be able to earn an income.

We thankful to the Football Association of Zambia for the invitation and we at BASE F.C look forward to our continued partnership, networking and collaboration.

RATIONALE FOR THE ESTABLISHMENT OF BAULENI SUPER EAGLE (BASE) F.C

The right to sport is under threat in most of the communities if the sports clubs, administrators, sports governing bodies create opportunities to develop it at grassroots level professionalize football. Young people in rural communities do have access to play professional football as they lack the opportunity to develop their careers beyond the amateur level.

The majority of young footballers play football up to amateur level but to due to competition and the majority of elite football clubs not supporting youth football development, young people end up either quitting football and giving up on their football dreams.  The unavailability of employment opportunities for young people makes them become dormant which makes them vulnerable to harmful vices that include drug, alcohol abuse and in most cases early sexual encounters as well as at risk of contracting HIV/AIDS.

There are a lot of young people with potential to develop into quality footballers through the establishment of a good development pathway. Football is more than a sport and it can further create employment opportunities for young people who will be involved as coaches, volunteers and administrators. Through football young people can get an income which can support their families and take them out of poverty ultimately contributing to economic development.

Further-more there are no open spaces; sports- and playgrounds in the communities are in deplorable state which puts young people at risk of injuries as well as hindering them to play football.

The establishment of Bauleni Super Eagles (BASE) Football Club presents an opportunity to bring professionalism in football with special focus on establishing football club that will create sports opportunities for young people specifically targeting Bauleni community. BASE F.C will be run by a group of young football professionals who have come together to create a professional football club that will create sports, educational and empowerment programs. This is a unique Football Club that is ambitious project that aims to change the way youth football is managed and run through a strategic development program.
